To operate a vessel, an operator must register the vessel: A vessel must be registered either:

• Under the Inland Vessels Act, 2021 as an Inland Vessel, or
• Under the Merchant Shipping Act, 2025 as a Sea-Going Vessel, Near Coastal Voyage (NCV) Vessel, or River-Sea Vessel (RSV) Class 1, 2, 3, or 4.

For registration under the Inland Vessels Act, 2021, an application can be made online through the Aaple Sarkar portal. Upon verification of required documents and payment of required fees, vessel registration certificate will be issued.

All inland vessels must undergo an annual seaworthiness inspection to ensure safety and compliance. Process: सर्व अंतर्देशीय जहाजांचे वार्षिक सर्व्हेक्षण तपासणी (Seaworthiness Inspection) करून सुरक्षितता व नियमपालन सुनिश्चित करणे आवश्यक आहे.

• Once we receive application, the allotted surveyor & applicant will jointly decide the date of survey अर्ज मिळाल्यानंतर नियुक्त सर्वेक्षक व अर्जदार मिळून सर्व्हेची तारीख ठरवतील
• Surveyor will visit the vessel and once he found the boat is satisfactory he will issue the declaration of survey सर्वेक्षक जहाजाची तपासणी करून समाधानकारक आढळल्यास सर्व्हे घोषणापत्र (Declaration of Survey) जारी करेल
• Applicant can ply the vessel with Declaration of Survey for 45 days घोषणापत्रानुसार जहाज 45 दिवस चालविता येईल
• Within this period applicant need to submit the documents to MECS Department या कालावधीत अर्जदाराने आवश्यक कागदपत्रे सागरी अभियंता व मुख्य सर्व्हेक्षक विभागाकडे सादर करावीत
• Once all document are in order the final annual survey certificate will be issued सर्व कागदपत्रे योग्य आढळल्यानंतर अंतिम वार्षिक सर्व्हे प्रमाणपत्र जारी केले जाईल

Vessels are primarily registered and regulated under two major Acts: भारतातील जहाजांची नोंदणी व नियम दोन प्रमुख कायद्यांतर्गत केली जाते:

• Inland Vessels (IV) Act, 2021 – Governs Inland vessel only.
• Merchant Shipping (MS) Act, 2025 – Governs Sea-Going Vessel, Near Coastal Voyage (NCV) Vessel, or River-Sea Vessel (RSV) Class 1/2/3/4.

Inland Vessel are vessel which can operates within the Baseline in Inland waterways, rivers, canals, lakes and backwaters. अंतर्देशीय जहाज म्हणजे असे जहाज जे देशाच्या बेसलाइनच्या आत Inland Waterways, नद्या, कालवे, तलाव व बॅकवॉटरमध्ये चालवले जाते.

Sea-Going Vessel Operates in territorial waters, Exclusive Economic Zone (EEZ), and on international voyages. NCVs are restricted to Indian coastal waters and are not permitted for foreign-going voyages. सागरी जहाज हे Territorial Waters, Exclusive Economic Zone (EEZ), तसेच आंतरराष्ट्रीय प्रवासामध्ये चालवले जाते. NCV जहाजे फक्त भारतीय किनारी पाण्यात चालवली जातात आणि सदर जहाजांना परदेशी प्रवासासाठी परवानगी नाही.

Sea-going vessels include Near Coastal Voyage (NCV) ships and River-Sea Vessels (RSV) along with international-going ships.
