To operate a passenger water transport service, an operator must obtain the following permissions and approvals:

A vessel must be registered either:
  • Under the Inland Vessels Act, 2021 as an Inland Vessel, or
  • Under the Merchant Shipping Act, 2025 as a Sea-Going Vessel, Near Coastal Voyage (NCV) Vessel, or River-Sea Vessel (RSV) Class 1, 2, 3, or 4.
 For registration under the Inland Vessels Act, 2021, an application can be made online through the Aaple Sarkar portal.
For registration under the Merchant Shipping Act, 2025, applications can be made through the designated online portal. • https://www.mmd.gov.in/
• Vessel Survey Certificate • https://aaplesarkar.mahaonline.gov.in/en All inland vessels must undergo an annual seaworthiness inspection to ensure safety and compliance. Applications for survey and certification can be submitted online via the Aaple Sarkar portal.
• Vessel Insurance The operator must obtain:
  • Hull & Machinery Insurance • mandatory for vessel safety. The survey certificate becomes invalid if this insurance lapses.
  • Passenger Insurance • insurance coverage of ₹5,00,000 per passenger is mandatory for the total approved passenger capacity of the vessel.
  • Route Permission • https://aaplesarkar.mahaonline.gov.in/en
    A route permission must be obtained for operating a passenger vessel between two specified destinations. This service is available online.
  • Passenger License • https://aaplesarkar.mahaonline.gov.in/en
    For operating a passenger vessel on an approved route, a Passenger License is mandatory. The license remains valid until 31st March of every financial year. Applications can be submitted online.
  • Ticket Price Fixation
    The operator must apply offline at the MMB Head Office for approval of passenger ticket pricing. The application must include details such as vessel investment cost and operational expenses. Based on the evaluation, the proposed ticket fare is approved by the competent authority.

    सर्व अंतर्देशीय जहाजांची दरवर्षी समुद्रयोग्यता तपासणी करून प्रमाणपत्र घेणे आवश्यक आहे. जहाजांचे वार्षिक सर्व्हे प्रमाणपत्र आपले सरकार पोर्टलवर ऑनलाईन अर्ज करुन प्राप्त करुन घेऊ शकतो.
  • जहाज विमा
    मास्टरकडून हल व मशिनरी विमा – जहाजाच्या सुरक्षेसाठी बंधनकारक. हा विमा नूतनीकरण न झाल्यास तपासणी प्रमाणपत्र अवैध ठरते. प्रवासी विमा – जहाजाच्या एकूण मान्य प्रवासी क्षमतेनुसार प्रत्येकी प्रवाशावर ₹5,00,000 चे विमा संरक्षण बंधनकारक आहे.
  • मार्ग परवानगी (Route Permission) – https://aaplesarkar.mahaonline.gov.in/en दोन निश्चित ठिकाणांदरम्यान प्रवासी जहाज चालविण्यासाठी मार्ग परवानगी घेणे आवश्यक आहे. ही सेवा ऑनलाईन सेवेद्वारे प्राप्त करुन घेता येईल.
  • प्रवासी परवाना (Passenger License) – https://aaplesarkar.mahaonline.gov.in/en मंजूर मार्गावर प्रवासी जहाज चालविण्यासाठी प्रवासी परवाना बंधनकारक आहे. हा परवाना प्रत्येक आर्थिक वर्षाच्या 31 मार्चपर्यंत वैध राहतो. अर्ज ऑनलाईन सादर करता येईल.
  • तिकीट दर निश्चिती प्रवासी तिकीट दर मंजुरीसाठी अर्ज महाराष्ट्र सागरी मंडळ यांच्या मुख्यालयात सादर करणे आवश्यक आहे. अर्जामध्ये जहाज गुंतवणूक खर्च व कार्यकारी खर्च यांचा तपशील सादर करावा. सक्षम प्राधिकाऱ्यांकडून तपासणी करून प्रवासी तिकीट दरास मंजुरी दिली जाते.

Vessels are primarily registered and regulated under two major Acts:

  • Inland Vessels (IV) Act, 2021 • Governs Inland vessel only.
  • Merchant Shipping (MS) Act, 2025 • Governs Sea-Going Vessel, Near Coastal Voyage (NCV) Vessel, or River-Sea Vessel (RSV) Class 1/2/3/4.
Inland Vessel are vessel which can operates within the Baseline in Inland waterways, rivers, canals and backwaters.
Sea-Going Vessel Operates in territorial waters, Exclusive Economic Zone (EEZ), and on international voyages.

Sea-going vessels include Near Coastal Voyage (NCV) ships and River-Sea Vessels (RSV) along with international-going ships.
Deck side roles have a clear hierarchy as per international maritime standards (STCW Convention).
Entry Level:
  • Deck Cadet: A trainee officer undergoing sea-time, assists officers in navigation and seamanship.
  • Ordinary Seaman (OS): Performs deck maintenance, cleaning, mooring, cargo handling.
  • Able Seaman (AB): Skilled seafarer handling navigation watch, mooring, and cargo work.
Mid-Level:
  • Third Officer (OOW • Officer of the Watch): Responsible for navigation watch, safety equipment, life-saving appliances.
  • Second Officer: Navigator of the ship, prepares passage plans, handles charts, weather, and communication duties.
  • Chief Officer (Mate): Head of deck department, responsible for cargo operations, stability, deck crew management, and safety drills.
Top Level:
  • Captain / Master Mariner: Overall in charge of vessel navigation, safety, cargo operations, crew management, and compliance with maritime laws. The Master is the highest authority on board.
